I think I see a pattern here. You ignore the threat of terrorism until you’re attacked, after which you lay the smack down on terrorists.
Of course, Spain was attacked, and they ran like French schoolgirls. Which explains why neither France or Spain is a major world power any more. At any rate, slowly but surely the rest of the world wil come to realize that, on terrorism if nothing else, Bush was absolutely correct.
